The shop is in the building with the ladder by the door, NPC on the top, next to a closed tent. The NPC behind the counter sells the laptop. It's at the bottom of the list.

The third door in the west wing of school leads to the portal room. In there you'll find the portal to the desert world. Head east to find the bazaar. One of the shops there sells a laptop.
